Our Team
Richard W. Hill, CPA
Partner
Richard W. Hill is a shareholder with Mitchell Emert & Hill, P.C. in Knoxville, Tennessee, where he serves as the firm’s managing partner and as either the in-charge or technical reviewer on each of the firm’s audit engagements. He performs peer reviews for approximately 30 CPA firms annually and has performed peer reviews since 1992.
Richard graduated from Tennessee Technological University in Cookeville, Tennessee with a BS in Business Administration, Accounting Major. He started his career as a state auditor with the Tennessee Comptroller of the Treasury and moved to public accounting in 1986. Richard is a former member of the American Institute of CPAs Peer Review Board, and currently serves its Oversight Task Force, chair of OTF from 2013-2015 and 2017. He was one of the Peer Review Board representatives on the Auditing Standards Board’s Quality Control Task Force (which issued the current quality control practice aid). He is chair of the Peer Review Committee of the Tennessee Society of CPAs (previously committee chair from 2008-2011 and chair of the East Tennessee Report Acceptance Body from 1998-2008 and June 2016 to October 2019). Richard has been a discussion leader on a variety of peer review, quality control topics and ethics and authored/co-authored articles on peer review for the Tennessee CPA Journal. He also serves as a back-up technical reviewer for the TSCPA.
Richard was selected to participate in a new initiative with the Association to Advance Collegiate Schools of Business (AACSB). The new initiative adds a public accounting practitioner to the accreditation peer review teams to lend his expertise to the accreditation process. He was one of the first 20 practitioners selected for this new collaboration; the AACSB has a goal of 75 practitioners participating. The AACSB accreditation is held by just 570 business schools in the United States.
In June 2021, he was elected to the Board of Directors of the Tennessee Society of Certified Public Accountants. He is a member of the Tennessee Tech Accounting Advisory Board and was elected as Chair in February 2021. He is a lifelong member of Washington Pike United Methodist Church in Knoxville and the finance committee chair since 1990. Away from work, he and his wife Deanna are diehard fans of the Green Bay Packers, enjoy traveling in the US and abroad and cruising in their 1971 Buick Riviera.
Larry A. Mitchell, E.A.
Partner/Tax Manager
Born Knoxville, Tennessee, 1963 Larry has been performing tax and management advisory services since 1984. His significant accounting, tax, and computer experience provides him with a unique perspective to assist clients in achieving their operational and financial objectives. As the managing partner he has first hand knowledge of the responsibilities of staff supervision, training, and quality control. As tax manager he supervises every tax related engagement. His role as tax manager emphasizes the firm's niche in tax planning, estate planning and tax return preparation for individuals, businesses, and not-for-profit organizations. A graduate of Roane State Community College with the degree of Associate of Applied Science in Business Management Technology (Accounting Option). Passed the IRS Special Enrollment Examination in 1998 with a score of 97.5%. Member: National Association of Enrolled Agents
Julie L. Mitchell
Partner/Small Business Advisor
Born Charleston, South Carolina, 1961 Since 1994, Julie has served as engagement manager for the firm's write-up and payroll preparation services and as assistant to the tax manager and managing partner. Her extensive experience in the implementation of management and operational policies, training and supervision of personnel, and employment tax and regulation management has made her an invaluable asset to the firm. Several years of experience in similar fields combined with her desire to expand her considerable knowledge she is able to successfully meet the needs of our evolving client base. Julie's gentle demeanor, gracious smile, and outgoing personality makes her a favorite among our clients
